Sorry to burst your bubble, but 2shot is not going to be allowed.
There is no such thing as a differentiation into 2shot for pros and 4shot for newbies. After all, 2shot is a bug and allows for a significantly higher fire rate than the sawn-off shotgun was designed for, drastically increasing the effectiveness of it.
A 2shotted sawnoff is OP compared to the 4shotted approach, thus creating a very unfair advantage for players who use it, compared to players who can not use it either through lack of experience or knowledge.
And since any advantage of one party over another will limit the latter parties 'freedom', 2shot qualifies to confound your initial presumption of freedom.

Thus being said, your base argument was also not fully correct. Littlewhitey's is not completely based upon the freedom idea, but also shares for the same part with fairplay.
In a system with unlimited freedom, the inhabitant entities strive to create a state of maximum entropy, which is better known under it's trivial name: chaos.
The fairplay idea serves the cause of simplicity and order, thus it tries to limit entropy to a minimum and balance out the chances and possibilities of each entity fairly. As you may can see, a fully balanced, perfect system with an entropy of zero will lose it's vividness and come to a halt.
We here at littlewhiteys strive to connect and balance both parts - freedom and fairness - to create a user experience characterized by both vivid, momentum-driven gameplay and great personal freedom. To achieve that, balancing tradeoffs are necessary. With disallowing unfair bugs such as 2shot, we compromised personal freedom for the sake of fairplay.
