Delete the 0.4 setup and install it again, also switch off your Antivirus while installing and restart your pc once the installation is complete, i hope it works.

<Stormeus> Alright, go into C:\Users\YOUR_USERNAME\AppData\Local\Vice City Multiplayer
<Stormeus> Make a backup of the 04rel002 folder somewhere, and then delete all of those 04rel* folders
