What I understand from the screenshot is that you can't donate from the funds you have deposited into your PayPal account, but you are able to donate using a debit or credit card if you have either one linked to your PayPal account. If it's not possible for you to link a card, I suggest to contact someone from India who can, Maddy just for example.
