Sound needs a medium to travel to. And that medium is air. Factually, the density of air in the moon is a lot lesser compared to earth, which can be considered as a 'Vacuum'. The astronauts in the space couldn't have heard these famous noises for these reasons:
i) Astronauts cannot here anything beyond their suites.
ii) Moon is a vacuum(as we consider it) and has no air. So basically, there are no particles in the air, and therefore, they cannot have heard.
Lemme clear these things up.
Sound needs a medium to travel. It disturbs the particles in the medium and starts to vibrate and these disturbances reach our ears in the form of 'sound'.

About a few weeks ago, investigations were done and the actual reason isn't found yet. Although many assumptions were done saying that it was a mere kite or that it was just a RC toy and many says that it might belong to extra intelligent beings which we are not aware of. Although I badly want to share the name the city I'm living in, I just can't.
