That's a code which basically writes a sentence saying random things like: "PatriotNumberOne is ez", made by our fellow Management member blewert. You should not take it seriously because the code was made for fun purposes, like most of stuff happening around the forum.
Also, if you're willing to know how to do this, you might be a bit upset after i've told you that only people of management rank can set this up in their signatures.
Take my advice and ignore it if it bothers you too much.
