Best bet for a third party mod would probably be if Kye decides to do one, he has already said he might be doing one and he has a beta team for it already.
He has a much more community minded release "style", go for some goals and stay with them, once that's stable release it and start improving.
MTA's mindset seems to be, set goals, get it stable, set new goals, get that stable, set new goals. The "get that stable" part is often left out too, or so it would seem.
But as pro2c said, this is an entirely new engine, if it differs much in files and so on, a lot of research will have to be done again.
