I think ,if we wanna order a car in game ,we can say in forum and E.x 100000$ from our Bank acc ,and we have a car ;] . We can choise the place,where spawn car can be spawned(Ex. X Cordinate 1926.67,Y Cordinate 726.67). And when we login we can unlock car ( When we offline ,our cars locked,and invulnerable) .

The advantages of this change happening : 1.We have own car ,and very happy ,because not need to search it.
2.[Own Car can't be stealed other player when we offline.
The disadvantages of this change happening : No disadvantages,who can happened.
