Ya$N call your ISP and tell them your problem.

There are 2 likely things that could cause this problem which is either wrong setup of the cables or a defective splitter.

I told them already they came here... nothing fixed, Yea Maybe wrong setup of the cables, I have one option i will call them every freakin day until they fix my Internet  >:(

If you replaced everything in your home, maybe the problem is located somewhere where all the cables come together? usually one place in your home where that is, and from there it goes underground. maybe some wires are damaged and currents interrupt eachother? I have no knowledge in any of this stuff, just some thoughts

I have already confirmed all cables and changed wall jacks, like you said Yeah maybe some wires are damaged and currents interrupt eachother or maybe water reached somewhere that i can not see, I will check for the last time if nothing fixed i will call IPS and let them figure out  :P

One of the best options is to subscribe for a new Landline and use it only for internet. Make sure (make sure yourself, check with employees who're responsible for that) that your new Landline is installed on another cable which doesn't receive much complains.

This should solve your problem. I've had some problems with my old telephone line, and that's how I fixed it. (oh well, till the new cable got stolen!)
