A boot time scan able antivirus software should be able to remove it (if the files can't be removed while the OS is running) with a high chance. :/
If your dont trust any software running on your compromited OS,
then theres also different bootable rescue discs provided by anti virus software companies to scan your system. :/

When you delete a partition you basicly fill
the whole harddrive with binary zeroes.
Thisss not true, only the partition table entry will be deleted so you can't directly access the data on the deleted partition.
( One of the reasons why parts of deleted partitions can be recovered, if not totally overwritten
)
anyway: If you reinstall your OS, you shouldn't have any old files left (at least not in the new installation.)
