Before watching the video, I thought that it was about winning the race from Area69 to the top of Mount Chilliad by surfing on a Shamal ;D

It's common to surf on an Infernus in All Around San Andreas, but in such a long race that must be a bit boring, musn't it? Although I heard a Rustler in some moments :)

If you get in a plane or a heli you get automatically disqualified from the race. So no, there's absolutely no way to use weapons during a race.
However, I guess that the driver of the Infernus that Huggy was surfing wasn't a participant of the race, so he could db the other racers...
