Need help getting a server.

Ok so i have had this idea for a while now and i would like some suggestions of what kind of server i should get to run at home.

What i am looking for:
- Low energy consumption (possibly between 200 and 350 Watts)
- For storage (My dropbox account gets filled too damn fast 3,4gb is nothing and the upload/download speed is a fuckin waste of time)
- 500GB to 2TB (most likely for homework, Operating System ISO's such as OpenSuse, Windows, Linux, Ubuntu etc etc)
- Atleast 8GB of RAM preferably 1600Mhz, and upgradeable to 16GB or more.
- Possibly run a gameserver on it for no more then 10 people (Minecraft, Day Z Mod something like that.)
- Budget range would be between 300 to 700 euro. (i have got no clue on what the price range on a above average home server would run at)

If you got enough knowledge on this and experience and feel like sharing that knowledge and experience please do ! :D

I'm searching too for a new PC and i found this on a romanian shop :D
You can find this in your country too :p

ProcessorIntel® Xeon® E3-1220 3.10GHz
RAM 2 GB ( Max 16 GB )
HDD 250 GB 7200 RPM ( Max 8TB ).

- Ram needs to be atleast 8gb (already installed ofcourse) and upgrade-able to 16
- Xeon processor is only extremely good for virtualisation which i probably wont be doing for the next 2 years. (unless i intend to run multiple gameservers/webservers.)
- HDD of 250GB is half of what i atleast want to have.
- I simply do not like HP at all.
