You don't just
"like" to play classic games. You are
"forced" to play classic games theirs a difference. You can't play anything else with that ancient PC like many other vc-mp players have which ruin the game for others with decent PC's that do manage to substain 30 fps. Funny thing is laggers come onto vc-mp and think there actually good players despite the low fps and high pings thinking there "skilled". 15-20 fps isn't caused by a "few hiccups". If you can't reach 30 fps on a game such as vice city from 2003 and even at lowest resolutions of 640x480 then obviously it's because your PC is designed to be playing Pinball and Solitaire.
On a further note, you do not have a good ping either 250-300 ping is not a good ping it's only considered a "good ping" by most as it's the average since it's all third world south american laggers playing on a European server. Try using an M4 when you don't have graphics lag and a high ping you won't have as much time to stand still on the same spot and fire at another players head who have a game running at normal speed. It's also noted under littlewhitey's rules that players can be kicked for having a really low FPS ingame and your a perfect fit for this rule. I don't always wear a bullet proof vest either. When I wear a bullet proof vest it's mainly because the teams in downtown are heavily unbalanced and full of high ping laggers on those teams much like yourself aswell as the fact that i've donated a fair sum of money to the server to keep it alive for the fun I've had over the years so laggers like you have somewhere to play with their poverty pcs.
Some tips for you...
1. Come back when you've got a better PC which can maintain 30 fps and stop irritating other players who have to put up with your shoddy PC from 2003.
2. Try playing and see how much of a difference it makes when your not warping and lagging all over the place due to low poor FPS.
3. There's no advantages/disadvantages when playing with 60 fps as it has been proven. I'm currently playing at 30 anyway but hey who knows perhaps I'll go back to 60. Most people today are worrying about achieving 60 fps ingames not 30... which you can't even reach.

Your boasting about a killing spree when your game is so laggy that the grass textures won't even load! It's still in LOD! Even the expanded chatbox can't even find enough room on 640x480 resolution that it has to touch the bottom of the screen.
