Just noticed: Joker is on CGC rank 3, B on rank 1. According to the CGC rules Joker cannot challenge the Brainlezz yet, they first have to challenge DevilxTremoZ!
This challenge therefor is invalid. No changes to the CGC rank list are made.

Does explicit reference exist? Any clan forum announcements?

Either way, the tags were active at the last activity check date, and unless they request a removal they'll be removed after being inactive for one year.
There's also no problem challenging them, if they are really inactive, they won't be able to respond to the challenge and will automatically loose their rank after one week.

If you fail to do so, Joker will advance to rank 1, and B will take rank 2.

A quick reminder: tomorrow is the last day to set a date and time for the challenge.
As of now according to the rules, JOKER should post a suggestion for a date and a minimum 4 hour time range.
If not, the challenge will be lost in favour of the Brainless.
