Where is black? Unless black = white here, then:

Dunno if you hit your head against the wall, but these bases aren't balanced.
Sharks are at a huge advantage, they do not have any bases near anyone else's spawn.
The FBI is a GREY team which has 3 skins, regular Cop, SWAT and the FBI.
If only FBI is allowed, then they're still put at an advantage, maybe not as huge as the sharks - the FBI will be helped by the cops in Downtown and the SWAT probably too.
The yellow team is in the worst position ever. Near the airport zone, there's an army spawn. That doesn't matter much.
Vice Port - near the red spawn. The one in  Little Havana? Hotzone, too. Attacked frequently by the Vercetti family.
The one in the water? I don't even..
Unless, of course, you are planning to kick everyone that will disturb the event by simply playing for example in Downtown which is the hottest zone in the entire server for probably 10 years by now which will reduce the server playercount to the people taking part in the event only.

The FBI, The Undercover cops and The Sharks does not consist of all the three long ranged, short ranged and medium ranged weapons, whereas the pink skin consists of all the 3 ranged guns.

I propose this:



Both bases are quite far away from their spawns (might not look like it on the map but I'm pretty sure the vcmp players will realize that)

Sharks's base might seem overpowered because they have ammunation, but there is a tradeoff: they have around 4-5 entrances in the Mall so they can very, very easily be overran by the opposing forces.

FBI is the parking lot and the strip club, close to the ammunation too even though it's not within their borders and sure, they might seem overpowered but their default weapons are an M4 and 2 other useless weapons (colt and a Uzi I guess).
If they choose to hide in the strip club, sure, they can spam the entrance, but the Sharks have stubby shotguns and since gay first person view is disabled the FBI will be eradicated in close distance.
Parking lot - they can easily be overran.


The Undercover Cops team should completly be removed and replaced with another one - they are at a terrible position, most of the fights are going out near/in their spawn, the base I picked for them is way more distanced than for the other two teams, they don't have any ammo-nation stores, however they can pick where can they be (which I see as a plus): Phil's Place, the Drug Factory or maybe the Junkyard?

And yes, each team has 1 territory: I propose doing... rounds. Sort of. Dunno how are you planning to do this but the first round would be these territories, the second round would have other territories, etc.
Yeah. So the only difference b/w rounds would be the territories.
