Go into C:\Users\<USERNAME>\AppData\Local\Vice City Multiplayer\ and delete the 04rel003 folder. Rename the last folder created to 04rel003. Reopen the browser.

If that doesn't work, delete every folder except browser and reopen.

Typically you shouldn't have to do this; I'm not sure why the browser breaks like this.
