Lag Issues

I have been facing lagging issues since the FPS were fixed to 30. My PC is a core2duo e6550 with 2GB of ram, NVIDIA GT630 1GB DDR3 and 1920x1080 resolution. Any fix? It works awesome on servers which have 60fps game mode.
