Reinstall your VC:MP not by deleting its folder, remove it from Control Panel-> Programs and Features or Add or Remove Programs -> Uninstall VC:MP 0.4 (remove only). And after that, again download VC;MP 0.4 and re-install it. And,

After reinstalling the mod change the browser updater url to : http://u04.thijn.ovh

If its getting fixed by this way then, I will tell you the other method.

YES SMD  I HAVE TRIED YOUR METHOD IT' DOESN'T  WORK AT ALL BUT I WILL TRY KELVIN METHOD

All of these above solutions have been suggested by me through PM, the problem is with his internet, it's too slow to download files with a speed of 6 kB/s - 10kB/s. He should either upgrade his internet package or he should contact the ISP(Internet Service Provider) to look into the issue if he's indeed receiving the service of the package he's currently on.

Suri bro it's not  my internet fault I played on  my  brother pc  and no problem I even  played many server lws and vks and gangwar rpg server but no problem and my internet speed is now good it download fast every thing and it's nice It is the server  problem but all the places it works no problem nothing  just on pc how could this happen I think it's servers fault suri  before I also downloaded files of lws and it downloaded like in 15 minutes so I don't what is the main problem  suri can you remove this option of downloading  files or maybe I have  ban or something issues you can check maybe something wrong  on server you should check it and see what is the main problem.

Every thing works in my pc fire fox  youtube and links and many other things just this server doesn't work .

Suri bro you are saying that I have internet  issue so how could it  works on brothers pc  we are using same Wi-Fi and no problem there but in my pc littlewhityes  won't download files I waited 3 hours now and nothing happens what is the problem check it and I  reinstall the windows but still not working
