I guess you're confusing yourself with the 2 terms "Spawn camping" and "Spawn-killing". Spawn camping is allowed while spawn-killing is not allowed. If you need an explanation about these 2 terms feel free to open a topic in the General discussion board and I'll do my best to explain those 2 terms to you. If it's not me it will be someone else that will come with an explanation. :D
