Combat Shotguns are accurate from over 1100 feet??

What happened there? You wouldn't even see your target from that distance (even if it would be an elephant ingame).
Edit: only possibility coming to my mind.. this must be this one bug.
You probly shot this guy with your combat shotgun but he got away without dieing. For some reason he died or /kill'ed then (while being 1121.48 ft away from you) without taking damage from any bullets after your bullets have hit him (when he explodes in a car then for example, the game still says you've shot him).
Am I right?
