My suggestion is
Before spawning people after they are killed,allow them to select any type of pistol from three.At present we are spawned only with desert eagle.Add silenced and double pistol also.
So the people can select one from them

i am a newbie
i didnt play due to those resons, it was because people eg. [ExR] clans going around in ngr's drive bying every minuite or so....
it'd be literally, il spawn grab a car head off to the ship and i get db'ed
in the end i kept dying and loosing all the money i earn by camping at the ship so i ragequit D;
Unfortunally there's nothing you can do about that, but just to go easy on newbies

I'm afraid that's not possible for some ppl in this server.
Newbies would have to be very persistant to get to know the server and stay. I've seen many come and go, just because of regulars just beating there asses with RW and switch, when all those poor little newbs only have a deagle, and almost no money...

A bigger amount of register money is an idea. ( $ 50,000 )
A choice of pistol weapons is also a good idea.

It still seems to be unclear ( despite the /help options ) for the new guys how the game really works.
they have indeed to be persistant because everybody tries to rape/kill/murder & take a big shit on eachother.

I personally leave some alone & admit killling some newbs I don't like but on the other hand I try to help & show around the newbes I do like.
I already spend millions on people allowing them to buy weapons & properties.
A real importnant part in teaching is information.

you can give a man a fish but when he eats the fish he got jack shit in de end.
he should learn to put the fish on the hook and try to catch a bigger fish.
The newbes should learn to grow.
thats the an importnant thing for people to stay longer, growing.

Yeah, more money on registration. Is suggested a lot of times before but still not realised. Also I would like to see 5 simple keynotes when you enter the server (at least for new players/unregistered users) where it's been made clear how to make money (properties/gambling/ship/killing) and where to get spawnweapons). This is just the most important thing, and the most asked question WHERE to get money and HOW to get spawnweapons.

Please do something with these suggestions it shouldn't be too hard to make this possible.

More money on registration is 1 simple thing that should be changed in the script, add an extra 0 to registercash, so it'll be 50k. Like duh.

fill their bank with atleast 1mill for registering their BANK else they will lose it cuz some lamer db's/kills/helikills him.
