I don't think so. Of course he will need admins, but that is included in 'possible to be organized', as it is perfectly possible for admins to give that ammount of cash.
There may have been a problem in the 'players willing to join' part, regarding the negative end price money could turn them off. Yet already two signed up before 665 updated the prizes, so i guess this didn't create a necessity to change it either. In other words a price money of this ammount is -under the given circumstances- legal.

GTA SA saves money values in intern variables of the type signed long integer. The data type integer can only save mathematical integers, in other words whole numbers. It is not capable of saving floating point values, therefore it is impossible to assign a value that lies beetween one integer and the successing integer to the money variable. In other words, cut the cents.
