I got that same problem

 Press windows+R key then type "appdata/local/vice city multiplayer then rename the this folder name from 04rel003 to 04rel004

then try to join

Presumably and probably none of this will help you (the rename might work if it won't crash you but it makes you play on an old version and you will encounter a lot of bugs and glitches so don't even think about doing it) so do this:
Go to http://u04.thijn.ovh/
Download 04rel004
Rename the file (rar/.7z) you downloaded to 04rel004.
Right click the .rar/.7z and click extract to 04rel004/
Copy the folder 04rel004
Go to %appdata%
Back out to Appdata, click Local (so C:\xxx\xxx\AppData\Local)
Go to Vice City Multiplayer
Paste the folder then, replace all if possible.
Try joining.
